Joe O. Montgomery
Mr. Montgomery has a Bachelor of Science degree from East Texas State University in Broad Field Social Sciences and has done graduate work at Texas A&M University in Curriculum Design. He was a Dallas Police Officer for fifteen years including seven years as the late night Traffic Supervisor. In 1986, he was a founding co-owner of Complete Accident Reconstruction Service, Inc. From 1986 to 2002 was employed by at the Law Enforcement and Security Training Division of the Texas Engineering Extension Service (TEEX), a part of The Texas A&M University System. He was in charge of the motor vehicle collision and reconstruction program. Mr. Montgomery was the founding president of TAARS, and has served as Chairman and Board member for ACTAR. He is a Certified Fleet Safety Specialist through the Texas Motor Transportation Association (TMTA) and has qualified as an expert in local, state, and federal courts.
Haskell Dan Price
Mr. Price is a vocational training instructor with 25 years total experience. In 1974 he started training full-time for the Texas A&M University “Texas Engineering Extension Service” (TEEX). He holds a Grade A Water and Grade A Wastewater license from the Texas Commission on Environmental Quality (TCEQ), specializing in laboratory analysis, chemistry, treatment, collection and distribution. He became interested in traffic controls for (Work Zones) Street and Highway Construction, Maintenance, Utility, and Incident Management Operations and developed numerous classes for Texas (MUTCD). He became certified as a traffic control supervisor in 1980 with the American Traffic Safety Services Association (ATSSA) in Washington, D.C. Mr. Price spent 8 years as Director of Public Works in White Oak and Overton Texas. He has owned his own traffic sign company since 1978, where he manufactures, designs and implements uniform traffic control devices. He has testified as an expert witness in work zone related traffic accidents.
